Generally, no. Once an LMS/VLE integration for Oxford Learning Link using a 1.1 course package has been completed and the course is set up, integrating again via 1.3 will simply result in the instructor re-doing work.
Some schools might mandate 1.3—and, in such cases, a 1.3 integration for existing 1.1 customers makes sense. In these cases, the best time to switch to 1.3 would be with the next edition and/or if they want to set up a new LMS/VLE course (and redo assignments).
